Like I said, declining alcohol in Japan really isn't that different from declining it anywhere else as long as you're polite about it. Here's a forum post from some other people with firsthand experience:

Actually, I wanted to ask the same. How do I tell people that I don't drink alcohol without stepping on their toes or breaking some mega-important etiquette?

There is NOTHING worse than going out for karaoke or izakaya and suddenly having a few people decide 'well, I didn't partake as much so I wanna just pay my part of the bill' when there's 20 people. Nothing. Worse.

If you're a gaijin in Japan don't be that guy (or girl). Suck it up, keep up with everyone else, or just don't go out if you're gonna quibble about 10-15 bucks!!!
