Hey Vicky,
It depends. Koga Family Land is mostly demolished and blocked off by a country club, so you might run into some golfers and employees that will tell you to leave. Nara Dreamland is still completely fenced off with barbed wire added once in a while – and the security guard there tries to blame illegal visitors for any vandalism done by local idiots (according to internet reports), so I’d be very, very careful when visiting that place!
