That means the the police has no way to find the criminal by tracing the cash #. During that time, it was the most unstable society in Japan, so a lot of students did a lot of stupid things. This robbery is also done by a very young man and this man definitely not interested in money because he didn’t use any money afterwards. 
There is a japanese movie “HatsuKoi (first love)” talking about this.
